Is there a way to create a template MIDI CC map that works across presets?

Hi - looking to control my MM’s with my MIDI controller outputting CC’s but wondering if possible to create a default map that can be used across presets. Essentially locking CC’s to specific knobs and buttons regardless of the preset - including across multiple knobsets?
